His Excellency has no wish to enter needlessly into any controversial discussion, but differs so entirely from the General's view above expressed of Colonel Moody's letter, and has been so inconveniently misled thereby, that with a view to the prevention of future misconception upon topics such as these, he feels obliged to state his opinion of the letter which the General regarded as sufficient.
